After two years of conflict in Ukraine, recent battlefield outcomes have favoured Russia, notably with the capture of Avdiivka. Ukraine is exhibiting signs of strain on multiple fronts, including delays in military aid and a recent change at the helm of its armed forces. Despite these challenges, both sides have found gaining ground to be difficult and costly, underscoring the high stakes of the conflict for Ukraine, Russia and Europe’s security architecture.

The role of donors in countering Russia’s asymmetrical advantages has come into sharper focus in recent months as the supply of arms and funds has dwindled. This concern is expected to persist with the approaching US elections in November.

In our latest White Paper, Russia & Ukraine: The Third Year of War, we look at the battlefield developments anticipated for 2024, assess the resilience of society and the economy in Russia and Ukraine after two years of warfare, and examine the seriousness of the threat to ongoing US aid, particularly under a new administration and Senate in January 2025.
