
Dr Dafne Ter-Sakarian
Dafne covers Russia, Ukraine, Belarus, Moldova, the South Caucasus and Central Asia. She has extensive experience in political and economic analysis, integrity risk assessment and security risk consultancy.
From 2018 until she joined Oxford Analytica in 2025, Dafne worked as an independent consultant, working with global clients in a range of sectors, most notably in special risks insurance and risk advisory. Prior to that, she spent ten years at Control Risks, leading investigations in Russia and other countries of the former Soviet Union, as well as launching a global integrity due diligence programme. She also spent a year in Moscow working for Deloitte & Touche CIS, leaving Russia in 2014 after the first invasion of Ukraine. In 2000-2008 Dafne was the Economist Intelligence Unit’s lead analyst for Russia and Central Asia.
Dafne holds a PhD in Russian politics from the School of Slavonic & East European Studies (now part of University College London), and an MSc and Bsc (Econ) in Russian Government from the London School of Economics.
