Headline risk

The risk has increased of military conflict in North Korea, continuing a relatively volatile trajectory in the one-year stress balance over the past year. The International Atomic Energy Agency has said that UN monitors, seals and surveillance equipment have been removed from the Yongbyon nuclear reprocessing facility. Pyongyang is raising the stakes again, but moves to restart Yongbyon could backfire if energy and food aid are withheld.
