Comparing post-secondary school qualifications in EU member states should become easier this week, as the European Qualifications Framework (EQF) is launched.
The EQF will serve as a translation tool for national qualifications, from the most basic to the most advanced, from vocational to academic. It consists of eight reference levels based on learning outcomes. These are defined in terms of knowledge, skills and competences.
The EU adopted an outcome-based approach to make qualifications more relevant to match labour market needs, validate formal as well as informal learning and facilitate the transfer of qualifications between countries. The main aim is to promote mobility within the single market.
However, there is still uncertainty how this system can be regulated. How can skills be objectively measured? Who ensures that certain standards are met and comparable? Nevertheless, given the vast variety of qualifications and certificates available in the 27 member states, the system will certainly make qualifications more readable.
