Headline risk

The risk grew of a return to serious disruption in the Balkans. Kosovo's declaration of independence is encouraging Bosnian Serb hardliners to press once again for self-determination in violation of the Dayton accords. Moreover, internal differences are weakening Belgrade's ability to limit the damage from Kosovo's secession (1-year stress balance up 1.7).
