U.S. Secretary of State Condoleezza Rice will visit Kinshasa in the Democratic Republic of the Congo on Wednesday to show support for the country's emerging democratic system. Rice will be the highest-ranking U.S. official to visit the DRC since Madeleine Albright in 1997. Rice will then attend a meeting of the 38 African countries of the African Growth and Opportunity Act in Accra, Ghana.

South Korea is to start sending 50,000 tons of rice aid to North Korea overland this week as part of its promised loan of 400,000 tons of rice aid. The rice aid to North Korea via an overland route will be made for five weeks starting from next Friday.

Canadian Prime Minister Stephen Harper, is scheduled to visit Colombia, Chile, Barbados and Haiti. The trip is part of an effort to "establish new partnerships in the Americas" and enhance Canada's relationships in Latin America and the Caribbean, according to Ottawa. In Bogota, Harper will meet Colombian President Alvaro Uribe. On Tuesday and Wednesday, he will visit Chile and meet President Michelle Bachelet. Then he will visit Barbados and meet Prime Minister Owen Arthur and other Caribbean leaders. He will conclude his trip with a visit to Haiti to meet President Rene Preval.

German Chancellor Angela Merkel, is scheduled to visit France, where she is due to meet the President Nicolas Sarkozy in Toulouse. They are due to discuss the future of the European Aeronautic Defence and Space Company (EADS), the aerospace corporation, formed in 2000 by the merger of Aérospatiale-Matra of France, Construcciones Aeronáuticas of Spain, and DaimlerChrysler Aerospace of Germany. EADS has two co-CEOs, one French, Louis Gallois, and one German, Thomas Enders.

Russian President Vladimir Putin is scheduled to meet his Finnish President Ilkka Kanevra in Saransk. It follows a meeting between the Russian foreign minister, Sergei Lavrov, and his Finnish counterpart, Ilkka Kanevra, on 5 July. Halonen and Putin are expected to discuss humanitarian co-operation, and the recovery of art objects from the Frau Maria ship, which sunk in the times of Catherine the Great and was discovered eight years ago in Finnish territorial waters.
