The World Health Organisation (WHO) estimates that anthropogenic warming and precipitation changes claim 150,000 lives annually. Long-term reduction of vulnerability to climate change requires efforts to delegate decisions to local and regional administrative levels, enhance protection against environmental degradation, and diversify, transfer, or pool risks across time, space, and institutions.
