A European government
The Issue
A European government sought to realise the growth potential of the transition to a ‘green economy’ by bridging the gap between policy, capital and technology through an annual conference.
The Approach
We acted as a strategic advisor to the government in designing and developing a green growth initiative. We also helped the client to approach potential strategic partners and provided intellectual input to the sector working groups that have been developing key themes for the inaugural conference.
The Result
The client is holding the first annual high-level conference in October 2011. It will bring together 200 global leaders working for green growth in governments, global corporations, investment banks and NGOs.
Risk Monitoring Service: Eastern & Southern Africa
An international aid organisation
The Issue
A major international aid organisation needed to identify and evaluate political and socioeconomic trends and developments in 19 African countries in order to prevent and respond to potential humanitarian emergencies.
The Approach
We provided the client with bi-annual reports on four main regions: the Horn of Africa, the Great Lakes, eastern Africa and the Indian Ocean, and Southern Africa. Each report included analysis of recent events, the identification of future trends and uncertainties, and provided primary and best-case scenarios for the future.
The Result
The reports assisted the client in considering future risks in Eastern and Southern Africa and preparing humanitarian responses. The study was a factor in the client’s choices about the positioning of personnel and resources, and also created an interest in early warning techniques.
External Relations Strategy
A Middle Eastern government
The Issue
A government sought to enhance its bilateral relations with four selected states in the Middle East, Europe, North America and South Asia.
The Approach
Working in close consultation with the client to understand its objectives, we developed an external relations strategy designed to strengthen and balance the strategic, economic and commercial aspects of good bilateral relations. Beginning with a ten-year outlook for each of the target countries, we mapped out potential opportunities and synergies for the client in terms of investment, knowledge transfer, access to resources and security. We then looked at the diplomatic instruments that the client might use to implement a strategy for better relations.
The Result
The client used the discussions with our team and the resulting report as a basis for a new approach to improving specific bilateral relations through the careful targeting of diplomatic efforts.
Understanding the Space Economy
NASA
The Issue
NASA needed a detailed outlook for the space economy.
The Approach
We developed a concept of the space economy that outlines the linkages between space-based systems and economic growth. Our study then looked in detail at how five space actors – Europe, Russia, China, India and Japan – plan to expand their space-related economic activities and contrasted the role being played by the public and private sectors in each country. It concluded by expanding the idea of a hybrid economy as a model for understanding the extent to which pioneering corporate activity requires the underpinning of a strong infrastructure that can only be provided, at least initially, by the public sector.
The Result
NASA used the study to widen discussion of the links between investment in the space economy and America’s competitive position in the global economy.
Ageing and Employment

The Issue
The government of Quebec is facing increased costs associated with an ageing population, and potentially high levels of unemployment or underemployment of older workers. Oxford Analytica were asked to advise on how these concerns could be addressed by examining best practice in other countries.
The Approach
Seven case studies were chosen across five countries and two states in Europe and North America. Each case study was structured to establish potential lessons for the government of Quebec regarding ageing and employment, with particular emphasis on pension reform, targeted employment policies, and employer attitudes towards older workers.
The Result
The Commission used the insights to inform their final report on this topic. That report has been widely debated among policymakers and interest groups in Quebec, and continues to shape policy on an ageing population.
